Hi Troy, You have a double diminished chord there. There is an Fdim7 on the bottom, and you are implying a Gbdim on top of that. The scale would be a H-W dim scale from F.
Or you could think of it as Bmin7 over a Bbmin7 (minus the notes Bb, Db in the Bbmin chord). Jaki Byard would use those types of chords sometimesDbMaj7 over CMaj7 or Bmin7 over Bbmin7.
To my ears, a more common sound for your chord would be to voice the Gbdim on the bottom and play the Fdim on top. Or voice it like a Dtriad with an Fdim triad on top. Then you have the function of a D13#9b5.
The bottom line is: You have some very dark sounds bouncing around in your head . . .
