Supper 77 is the way to go. It is essentially contact cement, but with a longer work time to move things around a bit to get in place. Just be sure to tape and paper off the area around the spot you are spraying to prevent overspray getting on the carpet around it.

I find 3m sprays to be a lot more hassle than it's worth on small patch jobs, it's hard to control, overspray is very annoying to deal with. They are great for complete jobs though.

Weldwood contact cement is available at any hardware store, you brush it onto both surfaces and let it dry, then CAREFULLY re-lay the fabric back down, because there are no do-overs ;) for little patches on non critical applications it's great, for bigger projects you have to be very careful to roll out any air pockets while installing.

get a small bottle or can of contact cement at the hardware store. You paint in on both surfaces, wait until it's tacky and press them together

Either of these will work well...

A hot glue gun will work well also. With it you can lay down a smaller section at a time and get the carpet back where you want it.
