The accidentals marked up on the score, to make it easier to read...(usually I am the one penciling these in!!) - is it common?

I've seen it before, but, IIRC, usually where an immediately prior section has gone outside the key signature. For example, if the section immediately preceding the excerpt had been in D minor, it might make sense to remind the musician that it's no longer F natural. This excerpt seems like overkill to me.

Technically, those aren't accidentals. Those pitches are indicated by the key signature and I would actually find their presence confusing.

I write in markings like that all the time. I’ve never seen them printed like that though. If I think there’s even a slight chance that I’ll miss an accidental I write it over the note.

I’ve rarely seen courtesy accidentals printed in ink on parts, but have seen tons scratched in later. (even if they weren’t needed)

I would find that confusing, and frankly I think it's a bit patronising. Nobody would do that on a 1st Violin part. Are they implying bass players can't remember to play in D major????

The barring on the 16ths is logical for phrasing (maybe) but unnecessarily hard to read.

This practice is common in early music, known as musica ficta. Sometimes in that context it is an indication of discretionary changes to the pitch to make the cadence more early-music appropriate. In this case, it seems like a crutch to aid sight reading - maybe French bass players of the time period needed a lot of hand holding.
