Problems with volume poti

I have an active bass with issues regarding the volume potentiometer. In passive mode, there is a faint scratching sound; in active mode, sound only kicks in during the final third of the sweep. Are these two problems linked, and what could be the cause and solution?

Contacts inside the pot are likely not 100% anymore due to wear or contamination

I replace them when they get like that
