Maybe he likes the neck to feel sticky so it doesn't slide around on his palm. Trace amounts of moisture can cause that effect.

I have a friend who loves to cite vague "studies" about how 99% of dinner mints at restaurants have urine on them and bowling balls are full of e. coli because people don't wash their hands. I would probably have said something to the kid about the licking.
