There's voltage, and then there's amperage- they have a direct reciprocal relationship. You can divide one 9V output into two parallel 9V outputs with no loss of voltage, but there would be half as much amperage available at each leg of the Y. How well it works depends on the amperage draw of each pedal connected to it.
One semi-lame answer for how to power both a 24V and a 12V pedal with the PPII+ is to use a Y to conjoin one of the 9V outputs in series with one of the "sag" 4.5V outputs. Yes, that's 13.5V, but it would probably be fine.
