Outside of your series/parallel switch, you'd do well with a G&L SB2.

If you were into the DIY thing I would say go warmoth as you can get just what you want. I would look into Carvin as they are made to order an they do all the putting together business. There are a lot off basses that come close to what your looking for. It's too bad it's not like the old days when Guitar Center and Sam ash carried lots of low/mid/high end basses

The Godin Shifter Classic 4 has the fast Jazz style neck. The pickup selector gives P, PJ Series, PJ parallel and J options but probably don't have the output you want and it looks a bit too much like a standard bass.
i have a jazz bass already which i love! but just after something different from the norm i.e jazz bass p bass etc
i have a yamaha BB 1024! but it cant handle drop C# at all plus it doesnt play as well as my jazz in my hands

The pickup volume pots have a push-pull that split between series and parallel for each pickup. If I were to get one of these, I'd put a three-way switch for each pickup to also switch to single coil - I'd use the rear bridge coil for 60's Jazz spacing, and the front neck coil for a fatter sound.

An Ibanez ATK. It literally do anything you want, perfectly. Jaco jazz tone, punchy, dynamic lows, mow your lawn, whatever. They are just heavy I guess. Doesn't bother me though
If you're feeling adventurous, a Carvin kit will get you all that in your budget and you can put in a d-tuner while you're at it. They have a nice jazz neck with graphite reinforcements so it should stay stable through your d-tunings. The only thing you won't get is a P/J setup.

I don't know how the bass sounds but it and the player look pretty awesome in this pic...Not when Doris is playing one.
As I was reading the OPs criteria a boner bass popped up in my mind as well. Here's mine, an early 90's P bass plus, also called a "boner" bass because of the extra long upper horn...
It meets all the criteria and can be had for about $600 used in mint condition, but they are getting harder to find. I think it may be my best playing Fender bass and I have more than a few.

What you have in mind sounds an awful lot like my own parts-bass project. It was a bit of an evolution/work-in-progress, but here's what it has in it's current form…
- Mighty Mite Jazz body in Transparent Blueburst, routed for P/J (I used a Blacktop Jazz pickguard to act as the routing template. Also, I can switch to J/J anytime I feel like it by swapping out the neck pup and guard.)
- Aerodyne Jazz neck (probably my all-time favorite neck)
- Hipshot Drop-D tuner
- Fender American Standard bridge (Recently installed. I can't tell if it's a huge difference yet, but it sure looks cool as Hell! Mad Love for those grooved saddles!!)
- MIJ Precision pickup + Fender Super 55 (noiseless split-coil) Jazz pup (I had an SPB-3 Quarter Pounder at first. I found it to be too harsh.)
- Santellan Sounds/Elek-Trix wiring harness (The piece de resistance! This series/parallel-switchable harness is soooooo awesome and just brought everything together wonderfully! Also, it's solder-less, which is great for quickly swapping out pickups, and capable of varying it's capacitance with the flick of a few dip-pin switches on one of the microchips. I can't rave enough about how cool and versatile these things are! drool)
- Oh, and I can't forget to mention the pickguard of which I got all artsy-an-stuff on. I dyed the previously white edge to match the body finish and unintentionally created a blue/purple scarab-effect which color-shifts depending on how the light hits it.
Oh, one last thing…how the Hell is an Aerodyne "usual"?
I mean, take a closer look;- P/J config? Not rare, but a little uncommon.
- Matching headstock? Not too many Fenders with that. (Funny fact: there are more among Squier's offerings than Fender!
) - Vintage fretboard radius? A bit "thin on the ground" compared to most Fender models, and much, much more rare among other manufacturers. (Correct me if I'm wrong, but most companies seem to only do flatter boards nowadays.)
- Carved top on a rear-routed and bound body? Definitely rare!
- And last, but not least, there's the Export Edition's Stratocaster-style output jack.
Certainly, it's a matter of personal/esthetic taste, but I, for one, think it's the final, stylish touch that makes it stand out from so many rank-and-file Jazz basses.
