Also I know most are light gauge rounds wrapped in tape, but ive also heard some are flats wrapped in tape.

highest tension nylon tapewounds?

Fender tapes are pretty high tension. I've never tried the roto's but I hear they're even higher tension.
Rotos I find to be very flexible.. I wouldn't call them high tension at all.
The La Bella Heavier Gauge Tapes are not as flexible as the Rotos.
IMHO only way to get higher tension tapes is to tune up a half step... (runs and hides...)

I found quite the contrary... my Fender 9120s felt floppier than most light gauge rounds. Roto 88s on the other hand, were about on par with my LaBella 760FLs. YMMV.
Reviving this thread.. I now use LaBella 760FM on my CV50 and love their tension, but I am intrigued by tapewounds. What tapes have high tension? I mean way higher than 760FL for example. I find these floppy for me. Thanks.
I have read somewhere here that Rotos tension corresponds to like 40-95 rounds. If thats the case, they are too soft.. 
Do any other stiffer tapes exist? Maybe the lowish tension is just a nature of the beast, I don't know. I tried many brands and gauges of flats, but no tapes yet.

I used to think this once, too.
In fact, NO nylon tapewounds are flatwounds wrapped in tape - they're all all roundwounds.
The closest would be GHS. Their tapes are Groundrounds/halfrounds wrapped...
I've played D'Addario, La Bella, Rotosound, and Fender tapewounds. I would say the Fender's have the highest tension. The other 3? It's a bit of a toss-up. They all feel about the same where tension is concerned.

I just want them to not flop around when I use a pick or my trying to learn how to be softer touch with fingers style
Ymmv but i find it hard to imagine anyone describing the Rotos as floppy, tension wise i would guess they are similar to the average set of 95-40 rounds but they feel more like a 105-45 set of rounds perhaps very slightly stiffer.
I actually swapped them out for a set of Ti's on my bass as the Rotos made my hands ache a little after using them on long rehearsals, trouble is Rotos have a tone that no other Tapewound has
