In my experimenting I also found that the distance from the bridge and the width of the foam or felt affects the degree of damping for each string.

Those were also my findings.

Yeah, I cut some foam strips that were wider so the foam would stick out on both sides. No luck.

Try adding some foam between the mute and the body.
