The people who when they come to a red light leave about 2-3 cars distance between themselves and the car in front. Then they proceed to randomly close that gap as they wait.

I have a reason for doing that SOMETIMES, but only when I'm in the left turn lane at a multi lane high speed highway. If I'm the last car in a left turn red light line, and the through lane next to me is moving 60+ mph, I will leave adequate space for me to move over and forward in case a dump truck full of gravel moving 60+ decides to veer into my ass. Then when someone files in behind me (who would take the blow), or when the through lane light turns red I will inch forward.
