For those of you who assumed i was going to drive there: this wasn't the plan. The idea was to swap two of my basses for this one that the seller has up for sale. And both of us would have to ship on the same day.
The pics in the ad weren't clear and that website doesn't offer the possibility of either zooming in or saving the pictures to my phone so i asked the person to send the pics by whatsapp, which he did.

In this picture i think we can clearly see the filler lines are not flush with the fretboard. That was actually the worrying aspect of it that made me turn to you guys, and your expertise.
i am no luthier myself & was wondering if this was normal or not. I would second @FunkHead's request to have a more in-depth explanation on why this is a poorly executed job. This is a great opportunity to learn.

And also this worries me. I asked the seller (before i zoomed in) if that was a sticker that could be removed without damaging the finish. He didn't reply, that was yesterday mornlng, & then i zoomed in, and took it to Talkbass.
Anyway, i guess the consensus is pretty obviously against getting that bass, so i'll just wait for mine to sell. Thank you all very much for chiming in! Much appreciate it!!
