IMO, I don't think it is CGI. The question is, is it men/boys dressed up in well made bear suits or real bears? Also, the image aspect ratio is odd for this type video.
Looks like 2.39 to 1 CinemaScope format as used in a feature film. Also, crowd cheers sounds like they were dubbed in at times. Could this clip be from an old Russian movie?
