I'm thinking the only way this could've been instituted is via Jazz. Surely Count Bassie/ Goodman/Ellington or any other heavy hitters back in those days could've made this a viable concept.

Well, Col. Bruce Hampton & the Aquarium Rescue Unit with Otiel Burbridge and Jimmy Herring used to tune to 432 for what sounded like the same reasons our harmonically chilled friend does. Thankfully, I don't have perfect pitch, so when I saw them they sounded great!

Since the second is really just an arbitrary unit of time, all you have to do is adjust your unit of measurement, so that it no longer counts cycles per second, but cycles per some other unit of time. Then you can tune to any number you like!
