Jake can build that for you. If you don’t know Jake by name, he’s the head luthier at Birdsong Guitars. They specialize in short scale guitars. Jake also builds his own line, Goede Guitars. Guess I won’t bother mentioning Fodera’s 33” models…
Try pm'ing @Nino Valenti here or check with him at valentibasses.com. I know he's offered 33" six string basses in the past, probably still does. I have a 33" Valenti five string that is killer. Highly recommended.
Meridian offers some amazing models. Ergonomically and sonically superb, exceptional build-quality, lots of customization options. I have a Horizon 33" fretless 6 which I love. Top end of your budget but well worth a look.
Besides the already-mentioned Ibanez, I'm not aware of any non-custom/'boutique', medium-scale 6-strings. A couple of others to consider, but also on the higher end of your budget:
Dragonfly CHB6/330
Price depends on which particular one you look at since they all seem to have slightly different specs in terms of material. There's one for ¥450,000 on Bass Japan Direct at the moment or you can custom your own too:

EDIT: Should also add if you're interested in a custom, Danny at Bass Japan Direct might be able to recommend some other Japanese custom builders that can build what you want within your budget.

He has various 6-string models ranging from $4,595 to $5,295 which I'm pretty sure can be all be done in a medium scale. They all come with certain specs included so if you change some, that could potentially lower the cost a bit. If you're interested, you should check out this thread:

I love S.Martyn from Brazil. I just purchased a five string. The build quality and sound are impeccable. I got my black “Darth Vader” bass below for $2,800.
My friend is an S.Martyn artist and plays a Concert (chambered 6 string) and loves it.
He is having a Freedom six string built now that is gorgeous. These basses are in the sub-$3,500 range.

ACG makes 33' scale stuff pretty regularly
Great bass and they show up regularly on Reverb, both in Europe and Japan. They're not all that expensive either.
Mine I purchased new and won't be going anywhere anytime soon.
