How the SPL of the fan is measured is not the same as how an app measure it. Can't go by your measured numbers.
30-32 CFM sounds about right but it has to be at whatever static pressure the original fan was specified at. The Sunon should work ok.
This type of fan is notoriously noisy due to the blade to hub ratio. That's one drawback to a 115V fan.
