So disregard everything that I posted or sent you about hum because that's an entirely different mechanism.
Hiss is a normal component of amplification, the amount of hiss is related to the design and how the amp is being operated, as well as the speaker (with tweeter) being used. The mute switch function has nothing to do with the hiss level, this is normal.
With nothing plugged into the amp, settings at passive, all controls at 12:00 except voicing fully counter-clockwise (flat), and with the cabinet's tweeter set to about 1/2-way up, you should not hear any hiss when in a quiet room when standing say 2 meters away from the cabinet.
With some active/passive basses, the active electronics can still contribute to the noise floor (hiss) when in passive mode, and can be quite noisy by comparison in active mode.
Please go back and re-confirm this before assuming anything else. We have shipped hundreds of these amps without any of the issues you have described, I really think that the only problem you have is the broken switch.
