My PJ Frankenbass has 100% genuine Fender pick guard screws.
The rest is just parts from wherever thrown together, but it's a real Fender now, right?
It's a bass, it's a Precision-style bass, but it's not a Fender and it's not a real Precision because it doesn't have a serial number from the factory. Does it sound and look like a Precision? Yes.
A fender guitar/bass was assembled at a fender factory and has the original neck and body. Otherwise it is something else.
I think most folks will still consider it fender made if the tuning heads or pickups or just about anything else has been changed out. In which case it is referred to as a 'fender bass with acme pickups installed'. As Walter from the Big Lebowski would have said "Words have meaning my friend, this isn't vietnam!"
Perhaps its unfair, but my impression is that things like 'frankenbass' or 'partscaster' don't have the resale value of original factory stuff.
Also, a bolt on neck guitar can never be referred to as a 'les paul'. Back in the day a dude tried to sell me one like that...

At the end of the day, there's nothing that special about a Fender - it's a quality lottery mass produced instrument.

How to see if you got a real Fender?
Would Fender exchange the Bass in the time, they had their warranty on them, with you tinkering with it?
I hardly doubt so.
Conclusion is: It is a Bass out of Fender parts, but since it wasn't assembled by Fender, it isn't a Fender Bass.
Dingwall builds their Basses in China and assembles them in Canada. Would you say that they are Dingwalls as soon as they left the Chinese Factory. I wouldn't say so.

So if I had a MIA jazz bass and the neck broke and I bought a new neck FROM FENDER is it not a jazz bass still
One shouldn't ask questions and then become perturbed when all responses don't fall in line with one's way of thinking. To be quite honest, it's tactless. When one makes comments in a forum and either directly or indirectly asks for the input of one's peers, one should suck it up when other people have opinions that don't directly coincide with one's own opinion. Otherwise, one makes oneself appear to be "a idiot".
Again, I ask, why does it matter? If you intend to keep the bass, why not just be straight with people and tell them the truth. "All the parts are genuine Fender parts, but I built this bass myself." To me, that would be more of a reason to have pride in my instrument. You actually made what you wanted.
If you're intending on selling the bass, it would be false advertisement to represent it as a Fender Precision bass. What you have is a Precision style bass, personally hand-crafted to your exact specifications with genuine Fender parts. If that upsets you so badly, why didn't you just buy a Fender off the assembly line so you could have something that everyone else has?
I'm still using my great-grandpa's old ax. I've replaced the handle three times and the head twice...

Look, when somebody corrects your grammar, syntax, spelling or otherwise, it's not always Grammar Nazi work. There are people who point out errors like that just to lord it over the original poster, to be all superior and degrading with their "LOOK AT ME I'M RIGHT AND THIS DICK'S WRONG" - That's a Grammar Nazi. Most of the time, we're simply trying to help the OP (you) not appear stupid to the rest of the world. Because it means so much more than you might believe, and you look even worse railing against it. "Ah kin spel word's however ah wonna, ash-whole!" will just cause everyone to double down on the initial negative opinion.
To your original point, though: You and your friend both have valid points. If all the parts are Fender, you could say it's a Fender; However, also, if it wasn't made *by* Fender, he might not consider it a 'real' one. It's really a matter of perspective.
If almost all of the parts he puts together are from the English language, is he writing in English?
