Yes I know about the Fuzzrocious Heliotropic, I have not played one yet unfortunately. Any other suggestions would be appreciated. I use a custom Fuzzrocious Grey Stache already

Heliotropic would definitely get you there in a single pedal.
Otherwise main components of that tone seem to be a super saturated Muff (Grey Stache should fit the bill for that peice), with some EQ.
I've always suspected either a little compression, possibly from thrashing the muff even harder with a Rat in front of it driving the Muff even harder.
Possibly a little voltage sag going on as well from some of what I've read in the past while chasing those tasty Failure Bass Tones.
Back in the day I'd get pretty close with a Rat, a Green Muff, and Boss EQ with just a smidge of Cleans mixed in via a Boss LS-2 to thicken it up.
If you dig that sound though, I highly recommend snagging a Fuzzrocious Heliotropic. You won't be disappointed.

I usually go muff into rat for the tone, I had Ryan build a custom gray stache into cat tail summed to one footswitch for me last year

Definitely some Bit Crushing going on, with a little bit of Envelope Filter or possibly wah pedal in some parts. Also sounded like a bit of Pitch Shifting later on in the video.
The pitch and envelopes are cool, but it's the layered distortion and bitcrushing sounds that are the sauce here for me... I try putting a Muff and a Data Corruptor (obviously not bit crushers) in parallel with a whammy and two different envelopes to try and emulate this sound, but it's not the same by a long shot. So much top end sazz, and the attack is really pronounced... Still one of my favorite 'BASS' tones from Mr. Jenkinson. Light show doens't hurt either.Feels like he's using an expression pedal to pitch shift in parts, and then might be switching the pedal to control wah in other parts. Pretty cool!Sounds like some light Overdrive and a bit of chorus in the outro giving it some "sheen".

I'm not so sure 'hands touched by God' counts as an "effect"...
