the tone controls are both passive; just like the tone pot on your standard precision or jazz.
except that one is treble, and one is bass.
quite frankly, i don't know why all basses aren't like this.
they are both "cut only," with no center point.
when pointing the coil tap towards the bridge, that's single coil with bass boost.
you're right, it would seem unuable with the bass all the way open. cut it back to about 20% on or so, and then think of moving it from 20-40% as "an additional gain control."
