Need help finding some software

Just a quick one, im surprised there is no sticky in this forum about this but i didnt notice one anyway.

Im trying to tab a few songs to cover by ear and unfortunatly dont have a computer close to my equipment. I usually listen to a mp3 player if i need to practice alone to music. Listening to a whole song just to get to a part and have 1 chance of trying to work it out each time is becoming a real hinderance. Im wondering if anyone knows of any free software that would allow me to cut parts of a mp3 file and make new files out of them. For example in a 3 minute song i wanted 1:37-1:47 as a new file that i could put on my MP3 and just have on repeat, it would be very easy to tab then.
Also if it had some sort of EQ built into the software that would allow me to boost low frequencys/cut higher ones then save, it would be useful as well
