New Geddy Jazz - Volume control?

Either the volume controls are dirty/bad or the pickups are not operating properly. Also a lot of hum.
When turning the volume up, it jumps tremendously just before full volume - very scratchy too. Both controls do this.
This bass has incredible feel, but the accessories kind of stink. Tuners need replacing too.

After reading the forums, looks like it's time for new pups...which ones are closest to stock with the least hum?

The pots sound dirty, but tell us what is wrong with the tuners?
 
Thanks fellas - it seems weird that both volume controls would be dirty together, but possible. I am going to upgrade the pups as well. I know there is a ton of info here on pups but in one swoop, which pups would supply deeper low end punch clarity? The factory Geddy jazz pups are great but a little muddy at very low end.

The tuners seem springy / loose feeling. Perhaps I am used to tighter feeling tuners with my "Ibanez RD828LE"
