You need to decide if you want digital or analog then... Carbon Copy is analog, Disaster Transport Jr. is digital. You will get much more flexibility out of a digital. / Analog if your are just stuck on the idea of analog and "purity" of the tone (arguable with analog models on digital units).
I have a CC and it sounds great, but for the price point I would rather have the Malekko 616 and there was one recently in the classifieds for a good price.
I have a selection of digital units and there are a number of good ones under $200... To beat that horse, the Zoom CDR is one of the better ones and not as confusing as you might think. Among the others... well nearly every reputable company makes a decent digital delay, TC Flashback is a good, easy, affordable choice. make a list of features that you want (ie. reverse, long delay time, looper, modulation, tap...)
One reason why everyone here is suggesting a zoom is because if you don't know what you want a Zoom will cover the most ground and save you buying a pedal and wishing you could try three others after the fact.
