Odd double bass in my shop.

So, here's a question then -- If a person orders a lefty from Upton does Upton also "right" the tuner position (E high and G low) for that bass?

Short answer: don't ask us, ask Upton.
Long answer: I guess not. Few manufacturers go through that kind of trouble for a few lefty players.

Does anyone else use the fanned string method? Using this tech, the E string goes to the tuning peg farthest from the nut, the G goes to the peg closest, and the A and D fall in the middle respectively. Much like what the compensated tailpiece does, but at the opposite end of the string. The Bass Shop in Sydney uses this technique on all its instruments, apparently he learned it from a bass shop he visited in France...

My 2005 New Standard Cleveland has this order. It makes sense to me having the E string farther from the nut with less break angle.

Less extreme break angle on the low E and a sharper one for the (more flexible) G. Not sure if that is a standard thing on an Upton but they really think things through there, so it wouldn't surprise me if it were an intentional choice.

This is quite normal of some European basses. Pollmann for example has been making their basses this way for a long time.

At some point I changed back to the normal way and could discern no difference in sound, feel, or string lifespan. When my bass was strung unconventionally I did enjoy seeing guys sit in, adjust the tuning by turning the tuner on a different string than the one they were playing, and seeming satisfied with the result.

That's why I quit stringing that way - different from guitar and it kept crossing me up. "I keep twisting the knob, why isn't the pitch changing?"

Yup, I still do this, even with standard tuning. Luckily the DB strings I'm using don't seem to snap very easily.
