PA systems for metal/screamo

My singer/screamer is looking to get a PA System, and will probably use it to amplify drums as well, and i am looking to give him a hand, but unfortunately i know very little about PA's, so where else would i go for knowledge besides talkbass? Could anyone give me some suggestions, preferrably under 600 dollars

Add another zero to the end of that and you will be in the ballpark. $600.00 might get you enough microphones.
 
Everyone is right: $600 is not enough for a usable PA. You will be disappointed with anything at that price point (e.g., used behringer...). You'll hate it, then you'll have to sell it to trade up, and lose $ and time in the process.

So, this is gonna sound crazy, but if you just want to hear the singer -- one singer -- consider the JBL PRX612m or PRX615. These are 1000w powered cabinets and you can plug the mic directly into the speaker (this is blasphemy -- but it will work). I've been watching eBay, and you can get the prx612x for $600 (the PRX615 is maybe $800). Of course, that's just one cabinet; you need to save up for another one. But these cabinets are the real deal -- very loud, very clear, no need to trade up -- and they will hold their value reasonably well.

Those may handle the vocals, marginally. They will not even be close to enough to handle drums for metal band.

Ooops -- I missed that part of the OP about the drums. Quite right. Sound reinforcement for drums (i.e., a PA louder than the actual drum kit) is out of the question for that budget, and one little PRX612 isn't gonna come close. PLUS, You could barely even get mics for drums at that price. But for ONE singer (using one mic), the PRX cabinets would allow them to avoid the expense of a mixer/power amp.
