Paypal Change

You know what would be nice? A world in which we all had two account numbers for our bank accounts, one being for for deposits only. A world in which you could just send money over the internet, for perhaps 10 cents per transaction, by logging into your own checking account, clicking on "send funds," selecting the bank indicated by the seller, typing in the seller's "deposits only" account number, choosing the amount you want to send, and then confirming the transaction. No price gouging intermediaries like PayPal.

I'm looking at their "policy updates" page right now, and there is no such change to policy. The email was probably a fake. Did the email have a link for you to log in to confirm or check anything?

No. I know for sure it wasn't a phishing email. I always get paypal news from this email. Also, ebay only does this for items that sell over $100 and they have to be risky items. (cell phones, computers,... etc)

My bank, lets me do that. You get me your account # and I can send you money. They thing is, there is now buyer protection. After I send you money, there is no way to make you refund me.

Mind you, I've never had a dispute or anything through ebay nor paypal. I think is because I don't use it enough. I use paypal maybe 5 or 6 times a year. People that use it more don't have the hold. At least, that's what I've been told when asking around. In the past month, used paypal 3 times. I've used ebay 3 times in the past 3 yrs. Here's the email.

Hello Thomas West II,

We're writing to let you know about a change to your PayPal account.
Starting 11/15/2011, money from payments you receive will be placed in a pending balance for up to 21 days. By doing this, we're making sure that there's enough money in your account to cover potential refunds or claims.
Even though you can't access the money right away, please ship orders quickly and communicate with your customers. After 21 days, you can withdraw money from each payment as long as the customer hasn't filed a dispute, chargeback, claim, return, or reversal.
The money may be available sooner if:
We can confirm that the item was delivered.
Your buyer leaves positive feedback. (Applies only to eBay items)
This change isn't necessarily permanent. We'll review your account every 35 days and re-evaluate if we should continue to hold your payments. If we decide to stop holding payments, we'll email you to let you know.
Why are my payments being held?
We reviewed your account and determined that there's a relatively higher than average risk of future transaction issues (such as claims, or chargebacks, or payment reversals). We understand that it may be inconvenient to have your payments temporarily held but please know that we didn't make this decision lightly.
Before deciding to hold payments, we consider many factors. These factors include account and transaction activity, the rate of customer disputes, the type of business a seller runs, average delivery timeframes, customer satisfaction, performance and history.
Questions? Let us know
We understand you’d like to have immediate access to the money you receive and we’re here to answer your questions about this change to your account.
For more information and tips on what you can do to avoid having your future payments held, please see our Frequently Asked Questions. To speak to a Customer Service representative, log in to your PayPal account and click “Contact Us” at the bottom of any page.
Thanks,
PayPal

Ah ha-- they were alerting you that you specifically will be affected by a judgment they made on your individual account.

That is not a policy change starting on the 15th, it is a notice that you will be affected by an existing policy, starting on the 15th.

Well this sucks. I've never had negative feedback on ebay or a dispute at all using paypal. I guess I don't use it enough.

Damn right it sucks!

I have sold many a Harley part on E-Bay over the years, have 100% excellent feedback, never a complaint, either way between buyer and seller, Im also linked to a credit card.

Almost 100 transactions.

About a month ago, I opened my E-Bay account, and low and behold! Same thing happened to me!

I just dont get it, I sent them a nasty gram, telling them they should be kissing my ass instead of holding payments after charging thier ridiculous fees! I guess it did not matter, no response at all.

Imagine how much these scumbags are making in interest on this little game.

I refuse to use them any more! Maybe they will change the way they do business when everyone stops using them?

Paypal uses actuaries, like insurance companies, and one of the riskiest areas for loss relating to non-recoup-able buyer protection payouts is musical instruments. As we all know, there are a lot of scumbags buying and selling musical gear. Paypal has identified this as an area of heightened risk and acted accordingly.

Well, at the very least, it'll work against those who intend to deceive buyers! But what's to protect honest sellers against dishonest buyers??

Pretty much nothing. case in point:
This is exactly what happened to me. I was selling some items, sent them to the buyer, buyer claims they were used (they were not) and demands their money back, plus extra for "the trouble". I see this as very fishy considering the items were not used and this idiot is asking for more money back then he paid..basically it's extortion. So I deny refund and contact eBay. Ebay sides with the buyer, buyer returns items which are now damaged and missing pieces but I cannot prove it.
Buyer leaves bad feedback after refund for no damn good reason and now after 500+ positive transactions, I get one bullcrap negative that leads me to now being a "high risk seller". (again I WAS THE ONE WHO REPORTED THE ISSUE.:rollno:) My money will now get held etc etc. I've been fighting ebay and paypal for this now for almost 2 months.

Remember though that Paypal is owned by Ebay, and Ebay is a private company that makes its own rules. So there's "morally wrong", and I agree with you their policies are morally wrong... but there's "legally wrong", and unfortunately their policies are entirely legal and they make sense from Ebay's perspective.

So it's my choice, I will no longer use ebay and I will let them know why.

The whole system is designed to benefit buyers. The more buyers that buy stuff the more ebay makes in selling fees from the seller. So screw the seller, they want more buyers!

I know, I 100% agree but that begs the obvious question - what will ebay do when the sellers choose to sell elsewhere? It's really only a matter of time IMO. If you have no sellers, you have no eBay.

Sure, lots of auctions break Ebay rules and get away with it. Lots of others get shut down. Doesn't change the policies.

Well, that's just it. According to this, it is not policy that Paypal is required:
