Peavey Millennium 4 BXP bass guitar

The Mil BXP 4 will meet your requirements of a thinner neck. It should be possible to get low action on it, but that depends on the condition of the instrument. Since you can get it for cheap, will you have money left over for a good set-up? A really experienced guy will let you know if there's any neck issues (like bowing) that will prevent it from being what you want it to be.

If this bass falls through, you should check out the Ibanez SR line. Their necks are some of the thinnest out there, and you can get the action very low.
