what sits below a pick up that makes it stay up? I think I need a new one. Where can i get them? how much?

The what? 
If you mean the things that make a pickup stand up instead of going down: those are springs. I think you can better replace those springs (who are around the screws mostly) with foam.
How to:
- get some foam
- cut the foam so it matches the routed part of your bass (the hole for the pickup)
- put it in the routed part
- put the pickup on top of it
- screw the screws back in
This works way better for me, I don't have anything that rattles!

Many (rather, most) basses use foam (yuck), some use springs at the screws (even worse), but some other have big springs under the p-up (eg my Corvette has 2 under the p-up).
The latter works the best, imo. Better adjustability, will keep the p-up where you put it, lasts longer.
