The only set of flats that have no silk, that I know of, are the Curt Mangan flats. They also have brass ball ends.
Can I assume Curt Mangan Flats don't have silk at the ball end, either?
It might be surprising, but here in T.O., despite being a large city, finding flats that aren't D'Addario Chromes or Fender is a challenge.
When I first tried the bass in the store, I thought the strings felt like Fender flats, but with no silk ends, I dismissed that possibility.
BTW, Tapewounds are almost impossible to get here. Special order only.

The bass came with these flats on it. There aren't any details I can see that indicates what brand they are. I really like these strings and want to put a set on another Precision I have, once I discover who makes them. Any help would be greatly appreciated. Thanks.
Closer inspection this morning revealed silk at the ball end. They are indeed Fenders!
