Double Bass Please ID my French Bow

First off, you need to loosen that bow. Second, is there any sort of stamp or lettering on the side of the stick above the frog? That will sometimes tell you the maker. If it is super low quality, it may not be stamped. Why do you want to know? Just for your information or are you selling it?

Something is not right with your bow. If you have to get it that tight to tension the hair, then it might be time to invest in a rehair or new bow. If there is no stamp is it most likely student level brazil wood bow.

You might want to take it into to a shop that does bow repair and rehairs. They may be able to tell you, as they work with all different types of bows every day. It is really hard to tell a bow's maker just from pictures, especially if it doesn't have a stamp. They might also be able to help you out with a rehair or something to help get that bow back to its natural state.
