Poofy Bubble Tolex?

I've been seeing this type of tolex on here for the past couple of weeks and I've never even seen it before...

Its this poofy marshmellowy (?) tolex and it seems to come in all different colors. Can anyone fill me in? What is it made of, how strong is it, how much, etc...

then the poofyness comes from the covering technique called like stated above "tuck and roll"

that stuff isnt actually tolex is it? isn't it just regular old uphosltery vinyl? isnt' tolex stiffer and tougher?
