What I am looking for is two volume pots wired a/b in a box, so I can set one to a 'rhythm' volume and one to full (to control gain on distortions and fuzzes). Do any manufactures make something like this already?

Yes, but not exactly as described. Note that if one of them is to be "full volume", which makes sense of course, then it doesn't need a pot at all. So really all that's needed is a pedal that can on/off a set amount of attenuation.
A normal volume pedal does that. Radial makes a small footswitch version. WOBO and Lehle make them (bigger and more expensive, but cool for other reasons). There's a new fancy digital one out there recently, I can't recall the brand ATM. And it's a super-easy thing for any pedal DIY'er to slap together.

I was thinking about having just one pot and true bypass, but the bass doesn't have a vol pot on it so I'd like it to hit a pot at some point. Plus, two pots would make it a bit more flexible, in case I wanted three vols and tones. If I build it myself, I will def do two pots, I may add a momentary switch, too.
I am not sure about all of the pre-made pedals. First, they are pricey, and second, they all look like they can boost - I want pure passive cut.
I sent a query out to loopmaster to see if he'll build one, maybe he'll save me the time and effort. If not, I have a project. Speaking of which, where can I get enclosures?

Aluminum Box, 3PDT footswitch, 500K log pot, 130K and 1M resistor, 1,2nF Cap, 1 stereo and 1 mono footswitch, battery clip, 1 LED and an resistor (1k+) for the LED.

/E: If you want to add another pot just replace the jumper on the 2 legs on the bottom of the switch with the pot+cap+resistor combo.

Check out this1smyne.com. He has very small single volume pots-in-a-box as a regular item, and he's always open for custom jobs.
Thanks Smurf - I'll drop him a line. I am sure I can do the build, but man I am short on time these days.

FWIW the ones I named are passive-cut-only, with the ones that take a power supply only using the power for LEDs or relays. They are expensive though.
