Power Supply or Power Splitter Issue?

I use a Donner dp-2 power supply for my board which consists of: sansamp bddiv2, DOD phasor 201, DOD envelope filter 490, DOD compressor 280, and korg pitchblack tuner. For amplification I use a Rumble 800 HD with a Rumble 410 cab. Finally the bass is a Kiloton Tribute. So here's what happened... I plug everything in and set my sansamp to a setting that I've previously used with no trouble, and as I start playing I'm hearing a lot of crackling. Plus my volume was very low and wavering. At that point I just played random notes to see what was going on, and things seemed to steady out a little bit. My sansamp was the only pedal on and when I turned it off my regular signal seemed a little weak too, as if my Rumble had lost some of its power (it felt kind of "gutless"). The malfunction light DID NOT engage though. So today I removed my power splitter (an old white Belkin), and plugged the Rumble and Donner straight into my wall thinking I'll just follow the flow of electricity. The Donner sparked with a red glow (which is not really a new occurrence) but everything seemed to work fine. Here's my questions: Is the power splitter shot? Is my Donner messed up? Or does it sound like I have a worse problem?
