Depending on your budget, Bergantino Super Pre will do anything you could possibly want and well.
Orange Bass Butler is a wild card. It’s a bi-amp pre, so the controls are interactive as I understand it.
I own one, and didn’t know it was made in Taiwan. There’s certainly nothing wrong with the build quality. The “contours” are really useful, and the B-side does have a cabsimmish vibe. The DI is excellent. Some don’t like the fact that there is no bypass (the right-side footswitch is a mute), but it’s so clean that there’s really no reason to bypass it if it’s on the board.Yeah, I looked at that one, but found two issues. One is a more personal thing - that think costs boutique money, but is made in Taiwan, the other is that it does not have a cab sim or LPF built in.

My use case for that pedal is a simple, small pedal board that I take out to use on jam sessions where I hook up to a PA system.
I don't want to bring a pedal board that costs more than their entire FOH system to a dive bar, and I don't want to mind if others use it while I'm having a beer at the other end of the room. More often than not, FOH is handled by inexperienced people, so I need a safe and easy setup that lets me hook up and get an acceptable sound out of the box, and the Orange would be the opposite of that, needing two channels that need to be mixed properly.
As to the two other suggestions, I forgot to mention that I would want the pedal to be all analog.

The most popular example would be the Sansamp - that did cab sim long before cab sim was a thing.
More recent examples would be the Origin Bass Rig series.
I just wanted to add that, if you don't need more than 5-6 meters cable and mixer has 1/4 input, then you can just use typical instrument cable with 1/4 jacks. It will not be inferior to XLR in any way: on such a short distance, there won't be any noise introduced by unbalanced cable signal. And in that case, your preamp pedal doesn't have to have DI out, so that expands your options.I know it doesn't fit all your criteria, but I'll add Ampeg Classic Analog Bass Preamp just because it does 3/5 and it does them very good, and someone else might find this info usefull.
It has very tight bass control (40Hz, works great), mids centered at 500Hz, standard 9V power input, and is relatively inexpensive. Lack of HPF/LPF was never an issue for me since I can set it at a mixer channel.
