One power Jack for the DI and one to power the tuner? I have never seen two power Jack's for the one unit.
I assumed it was a power out. Boss has this as well.
My snark and korg tuners have power outs. It's pretty awesome, I'm power my smaller pedalboard off the snark tuner.
I saw a comment from someone that has one on a board in another thread (can't remember the thread) and said that it's a good tuner and also has a boost.
Ashdown Bassometer and Dr. Green Tune Up also have top jacks.

Pulled the Schizophrenic up on top to kick the GAS away, and it seems to be working for now.
