Question about EQ pedals (ie Sansamp Tech VT)

I'm new to this type of effect and I would like to know their purpose.

Do they act like a preamp on an active bass (boosting or cutting different frequencies) ? If so, are they still interesting to use with active basses (they already have a preamp) ? What are the advantages compared to the EQ controls of an amp ?

yes to the first 2 questions. advantages to using its controls is that it duplicates sounds you can get from the svt and b-15, so it makes it real easy to cop those tones.

Different preamps have different voicings so different preamps can give you different sounds.
