Questions About Cabs and Watts

I was going to attempt looking this up, but I had no idea how to word it in google or what keywords to use in the forum search, so I came to this.

Does it make a huge difference tone-wise or electronics-wise if the power amp I'm using supplies a wattage significantly lower than the wattage that my cabinet is rated for? I assume it'll be quieter, but if I'm using a cab rated for 700 watts and my amp provides 400, should there be any downsides to it?

Only downside is you'll have a hard time blowing that cab up - you'll not be able to justify buying a new one for several years .
