I just decided to pick up the bass again. I also needed a practice amp. I looked on Craigslist, but just did not feel comfortable
Whoops... So I went to some local music shops here in FLORIDA and found a used Ampeg BA100 - it was labelled $199 and he said I could take it for $125. I said let me get some cash and he said bring $100 cash and it is yours. I feel I made out well used so ther is no warranty but he said he would stand by his product and if I had any problems I could return within 30 days. I guess I got him on a good day. When checking other shops the staff was sticking hard to the marked $ price.
I was also
Looking at the Fender Rumble series and actually also saw a Roland micro bass that had built in drum tracks which seem very good for practicing. $270 though and too much for me.

Welcome to TB! It's double your current budget, but I recently bought a used Crate BT220 on Guitar Center's website for $150. 220 watts out of 1 15" speaker and the thing packs a hell of a punch.

But if you want something now, check this out. It's $10 UNDER your budget and I've never had a problem with any of my Ampeg products.

A word of advice, don't buy used gear from GC or Sam Ash blind. Call the store and find out every imperfection the gear has. You don't want any surprises.

What are your goals....if your just looking to be able to hear yourself in up to a small practice room I would probably look at a up to 25 watt guitar amp. If your looking to play out and 70 is your max make sure it has a line out not sure that a 70$ amp has a line out but if you have a choice. I would stay away from island if possible or shopped their used section craigslist is probably where you'll get the most bang for your buck. By the way I'm also from neenah if you ever need any instruction hit me up. Always happy to help a young up and comer
