Never heard of a pedal with those features, but it almost describes a rack-mounted para EQ sans distortion. I was going to comment on the "overkill" of a 3 - 4 band unit but then remembered I much I enjoyed the EQ set-up on my Eden combo.

That sounds like exactly whats on the BassPODxt. IIRC it had 6 bands of EQ all with shift. The 1st and last were shelving, but the other 4 were peak type.
When using my Tech 21 Landmark 300 for distortion, I find I use one of two mid frequencies for hi-gain tones:
400Hz gives a fat distortion that sits in a band mix
1.4kHz and a bit less gain gives that brutal cranked SVT grind
