It does look awful. That bass just renewed my appreciation for a decent job of making a bass "roadworn".

It's cheap enough to do a refinishing. it is a P-Bass. Might be worth a look, see if it's a player.

I don't think it's a Fender. The ad states that decal was "upgraded", and it doesn't state anywhere that it's a Fender.

I tend to like relics, but that is just terrible. Looks like it was done by someone who has never played a stringed instrument of any kind, or seen one played (for that matter).
