The classified rules state: "Sellers can request either PayPal goods and services payments or Venmo payments where the buyer marks the payment as for goods and services." If I am selling gear, is there anything specific I need to do with PayPal before posting a sale, or is this all on the buyer, and I just wait until the buyer sends a payment?

Selling via classifieds and PayPal

Not An Admin and also not experienced in getting paid via Paypal, but as far as I know, all you need to do is give the buyer your Paypal address. When they pay you, they select "Goods and Services", and that fee automatically gets handled in the transaction. You don't really need to do anything other than that.
Paypal will notify you the minute you have received a payment from the buyer. Then IIRC TB as in a that you ship within 3 days of payment. Paypal will take care of any fees automatically on a goods and services sale. Make sure your PayPal address is correct and ask the buyer to verify their address to you and make sure it matches what PayPal says it is. I don't use the PayPal shipping I take care of it myself although you can print your labels and everything through them if you want to.
One thing you want to do is always make sure that you take good quality pictures of everything. I take a picture of my item after it's packed and addressed and I also take a picture of when I drop it off at the post office or UPS or wherever it's going. I always insure it and I always have tracking. If it is something expensive like an amplifier or an instrument I will only ship it with signature required so that I know it has arrived.
In general the classified section here has been very good for me. I all have only had one issue and that was a long time ago and the member refunded my money without any issues.
