Price of a setup varies tremendously from location to location and dependent on how the tech defines a setup. In my town, a quality setup is a pretty thorough thing that includes string replacement (strings extra), tip-to-tip instrument cleaning - including fingerboard and fret cleaning, fret polishing, electronics inspection and cleaning as required, battery testing and replacement, neck adjustment (relief), string height setting, intonation, nut height adjustment, spot levelling of uneven frets if required and setting of pickup heights. Other minor issues may be addressed as well. I certainly check all hardware, tighten all screws, and lubricate the trussrod nut and tuners. Price for this kind of job at a quality shop here is $75 to $85. At this price the tech will work with you to ensures the instrument plays the best it can for you - we all play differently and the best scenario occurs when the instrument is set up for the way you play.
One might wonder if this is necessary on a new instrument. String replacement may not be necessary, and a tip-to-tip cleaning may not be required. But most "production" basses can benefit from some spot fret levelling (if not a full-blown end to end levelling), fret end dress, pickup balancing, lubrication, trussrod and saddle adjustments and almost always an adjustment to the nut. And most experienced players will probably want a string change right off the bat. It's nice to know with a new instrument that you will be starting off with the instrument playing the best it can.
If you are just looking for a few quick adjustments, even in my town you can find techs who will do it for $25 to $40. For that money you will likely get a trussrod adjustment, saddle height adjustment and intonation. But the services provided vary greatly. You need to ask what will be done for the money asked and decide if there's value for you.
