That dog needs some training, better yet the owner of that dog needs to learn some training skills.
Lots of dogs are uncomfortable with humans wearing dark sunglasses, hats, hoods and are wary of aggressive posturing that is so common with secret service agents.
A German Shepherd is a guard breed and they are naturally going to be protective of their owner around strange men who appear to be on guard for some reason.
A German Shepherd was a poor choice for a Presidential White House dog.

p.s. if anyone has training questions, particularly new puppy stuff, feel free to hit me up. particularly with puppies, 2-3 little pieces of advise can prevent so many disagreements later in life, and make your dog so much more confident/easier to enjoy.
