The little dog is very prey-driven.
The cat doesn't worry about that until the dog gives chase, which is all the time if he is not on the tether. When he is, the cat will sit with him if he stays quiet.
When he's off, it's the chasing which the cat doesn't care for. It means running or jumping up on stuff. If the cat is not in the mood for that, it annoys him.

We got Patti and my wife's mother matching hoodies for Christmas.
I'm still dog sitting for my friend next door for another week.
Today I was walking Mochi and I saw another neighbor walking their dog maybe half block ahead. A mail truck pulled over and the dog jumped into the cab and could see his tail wagging.
Then he pulls up next to me and talks to the dog and asks if he can pet him. And Mochi is glad for the attention.
He grabs a large plastic bag full of dog toys and says "can he have one?" And hands the dog a brand new chew toy with the tags on it. And says "happy way to begin my new year" and drives off.
What a great way to kick off the day.
