Slung low or high?

I had mine right at the centerline of my waist. Not too high or too low but as I switched to 5 string most of the time I raised it a little. I don't have big hands and I have relatively short arms for a guy so raising a little makes it more comfortable.

In addition, the lower the bass, the worse they play.

At a point it becomes impossible to play with any speed or accuracy for sure. I try and keep my bass around about where the back of the P pickup would be at my belt buckle. Any lower and my musicianship turns to mush, any higher and I end up adopting a white boy overbite and playing blurty clusters of jazz notes with little regard for musical context. :D

I must admit, it's a while since I really thought about it, so I had to go and look at some photos to remind myself. Turns out I have the bass body sitting on my belly. Of course, if you're playing a long-scale Epiphone SG, with a neck that sticks out approximately three miles from the joint, that's probably equivalent to wearing any other bass at chin height!

Let's not confuse opinion with fact.

I'm hoping this is a joke...

It's always seemed pretty joke-like to watch...occasionally one of these cats surprises me, and can play side one of "James Browns Greatest Hits" with soul and accuracy- but not with that wood chopping downstroke-pick-bass under the belt- left thumb-palm muting technique- they have to actually play their bass differently to accomplish this.

Otherwise, yeah...playing like that is a joke yup! :) :) :)
