A lot of "genres" of electronic music are started when someone discovers a button on their drum machine they haven't pressed before, or adds or moves a beat in a pre-existing drum pattern. Suddenly it's like "oh we can say it's a new genre, and then demand our very own club nights dedicated to it! We can make up a stupid name for it, or just steal or modify a name already reserved for a pre-existing musical style."
Anyway, most of the interesting stuff that comes from them is not the skeletal beats themselves, but more complete forms of music that borrow their sounds to flesh themselves out. King Midas Sound is a good example
