So, my neighbor is angry...

The guitar player from my band came over today and we were doing a little freestyle jamming (beer drinking) and having some laughs in my basement. We kept the volume low enough to here each other say "Go to C" or "I need a beer" or what-have-you, when suddenly my neighbor whom I rarely see is pounding on my window screaming "you're driving me nuts!". Then he stormed off and slammed his door. We immediately stopped our little jam session and I walked over to apologize. He answered his door and I could tell right away he was quite intoxicated. I said "I'm sorry, were we making too much noise?" He says "Yeah! All day long it's boom boom boom! I can't even watch TV!" (It wasnt all day. It was about an hour) So, I say "Well, my wife is watching TV in the same house as me and trust me, she'd let me know if I'm being too loud." He responds with "If you want to make so much edit noise why don't you move to the country? I'll be d*mned if I'm gonna spend my retirement listening to this crap!" I say "I'm sorry. Tell you what, how about I give you my phone number and if we're being too loud give me a call and I'll try to quiet down. But, I'm in a band so this is gonna happen now and then. It's only 5pm. We never play for more than an hour or two and never passed 7pm." At this point he goes into an incoherent babble about how I should just move out to the country and stop being a menace, etc. I respond with "Well, I tried. Next time, call the police and let them sort it out."

Like I said, we were playing pretty quietly. I was playing through a 2x10 cab, guitar player was playing through a 1x12. We could still hear ourselves talking and laughing. And, we were in my basement while my wife was watching TV right above us. She's not shy about telling me she can't hear the TV over us and she said it was fine.

Damn neighbors! Now I'll be nervous about playing at all. And we have rehearsal with the full band tomorrow! The way I see it, we were not playing loud, I apologized immediately and offered a solution to the problem (my phone number) and he continued to be unreasonable. My guitar player even said I was much more patient and courteous than he would have been.

How to proceed? We do not have an alternative place to rehearse. Our drummer plays with Hotrods to keep volume down and we only use one PA speaker for vocals while we practice. I don't want to make enemies with my neighbor. What to do???

You need to get out in front of it. Be forewarned. There are lots of towns where the time of day DOES NOT MATTER. You may assume that as long as you don't play after 7 or 8 nobody can touch you. Inany places this is not true. It will vary greatly from town to town.

So call the cops and ask them. Explain that you don't wish to break the law...so you want to know what the law is. I'll bet you a dozen doughnuts they will say that you CAN get charged with disturbing the peace at high noon. Some towns have a specific music ordinance wherein if they can hear your music from the curb when they arrive you are in trouble.

I'd say look it up online, don't call the police. I've had cops give me wrong information when I ask them for it. Make sure to save a copy on your local hard drive for referemce
 
Back in my teens one day I decided to see how loud my bass amp would be if I turned it up all the way.
So I did as I was the only one home.
My Mom was down the street in a neighbour's house--4 or 5 house down--I was in a well insulated basement--she was inside a house.
I didn't play it long at that volume as it was very loud--too loud actually.

But when my Mom came home I wasn't playing bass and she asked me if I had been playing bass--because she heard it.
She never heard my guitar when it was cranked--or even my brother drumming that far away.

But bass does carry.

Later there were some kids that practice in their garage about half a block away down another street--we always heard the bass--and usually the drums, but not necessarily the guitars--it was the bass again.

So maybe the bass setting on your amp will help.
 
Another illustration of how sound can carry:
In one place I lived after moving out on my own I had a roommate that was in a band--when they practiced at our place I could sort of hear them in the living room directly above where they were playing--but not too loud to distract from TV.
But if I went upstair to my bedroom, I could hear them clearly-the whole band--and good mix too.
And I did not have a heat vent in my room for the sound to travel up. (Didn't notice this when we moved in--but the landlord paid for utilities so I had an electric heater & an electric blanket in the winter.)

When I taught & had bands could hear them best down the hallway from of the band room.
And people two floors up could hear them well at times--depending on the drummer.
It was tough keeping the volume down with some of the drummers.
 
I worked 3rd shift for 5 years. While there was no laws against mowing the grass at noon, it woke me up and I wouldn't be able to go back to sleep until the next day.

Put yourself in someone else's shoes for a change before you pass judgement.

I didn't pass judgement. The guy could have been a little more adult about it. This is the first complaint I've heard. A simple "please keep it down" would have been better than screaming and swearing at me. All day long there is lawnmowers, snowblowers, weed eaters, loud trucks, brush chippers, kids hooting and hollering... Welcome to life in a city! If he wants peace and quiet maybe HE should move to the country. I will make an effort to turn down and insulate the basement but there is nothing I can do about drums. I can't even count how many times I've been awakened by neighborhood noise. I would never think to scream and swear at someone like that.
 
Touchy sitch. You might wanna tip-toe on this one. Sounds like he’s two beers away from calling the cops and God knows what else you have goin on in that basement. Also check into some minor soundproofing.

Um... The police are welcome in my basement. I don't know about god, but I know what goes on down there.
