No, it was a "sub-genre" back when. One example that comes to mind is:

yeah, the knack would be quintessential new wave-y power pop.

think cheap trick, badfinger, big star. energetic rock guitars with happy, beatles-y chords and melodies; also, all too often a sad backstory of band failure and tragedy (badfinger), with bitter fans wondering why these amazing songs weren't hits (big star, XTC, jellyfish).

that raspberries song from the beginning of the thread has one of the great power pop guitar hooks ever (which they didn't know what to do with and abandoned for soft, schmaltzy verses and choruses).
