I vote no for any locking output jack on a bass. It's pointless, as I need to belay the cable anyway.

Have one on a Conklin, it looks cool but using it is a bit fiddley.

If the lock bothers You and that's a Neutrik in there, the lock-tab can be removed (and reinstalled if You wish) as many times as you like.
Providing that the parts are kept in a safe place, that is .

No. Better to have the jack pull out rather then cord get pulled to taught and cause other problems. Also better to be aware enough that theres no need for locking std 1/4 plugs overall anyway imo. Lol.

If something had to give, I'd rather the cord unplug from the jack than rip the jack out of the bass.

I've got a bass with a Neutrik locking connector and I don't much like it. I've stepped on the cord and it pulls the whole bass down risking jack/wood damage and without wrapping around the straploc this in my opinion is not a good thing. And if you have a locker why wrap too?

But even if we ignore that, I don't like using the connector at all. It's hard to plug into and even worse to unplug. Trying to push the release and yank the cord all with one hand is a pain.

It's nice to be thinking about ways to "improve", but I think the old school standard Switchcraft jack and a loop around the straploc still does it best.

I've been using a SnapJack cable for the last while and for me, it's the perfect solution to the age-old problem of having to bust the guitarist's mouth for standing on your lead! I got some extra jacks which stay in the basses (passive, obviously), which is handy when changing bass.

I use the Neutrix locking jacks on all my David King basses. They work perfectly and better safe than sorry. You can see them in this pic:
