Strings resting on fretboard?

Today, my bass has been completely taken apart, and repainted. However now when putting it all back together, the strings are too low and touch the frets, and no matter how much I mess around with the bridge, the string still rests against the frets, causing nothing but buzz and an inability to change note; no matter where I play its the same noise.

Maybe it's because I'm putting the old strings back onto the bass, and they're slightly bent now? I don't know, maybe I put something together wrong.

Is it really obvious? Any ideas?

More than likely the neck isn't seated properly. Is there anything in the pocket? Paint, sawdust? Strings don't bend in that manner.

Your truss rod was pulling against nothing when you took all of the strings off, so it either straightened itself out or went into back bow.

You need to put all of the strings back on (it looks like you only put on one) to get the same amount of tension it's set up for. Then let it sit for 24-48 hours. If the stings are still sitting on the fretboard when it's done, do a setup. If that doesn't work, something is wrong.

This exactly. When you remove the tension on any instrument really the neck will move some. If putting the strings back on doesn't end up working, a set up should do the trick. I doubt anything actually happened to it.
