Reads like a troll post or posting under the influence. Nothing makes sense there at all - I think it's just a guy goofing on people.

It's possibly a reference to ratios represented in the harmonic series. That's more about physics than actual music theory. More simply, it may be a question about perfect intervals that degenerates into a rambling Unabomber statement.

In any event, here's to hoping that my response here isn't as much of an indecipherable word salad as that thing is! :p

"Harmonic Fifth"? What?

The Perfect Intervals are:

Perfect Unison
Perfect Octave
Perfect Fourth
Perfect Eleventh
Perfect Fifth
Perfect Twelfth

No. Music is art and analysis is math. Whoever wrote this, I've met their type in music school and they talk out their ass. This is the guy who asks McCoy Tyner at a clinic about their "Intervallic choices". Unless they play like George Benson I don't care.

Eh, for all their faults, over-analyzing music students are usually still capable of forming coherent sentences.

He's referring to the octave as the "perfect 9th," because it's the "sum" of a 4th and a 5th. If you start at 1, go to the 4th, and then treat the 4th as 1 and go to the 5th, you will find yourself an octave above the original 1 (in equal temperament--I'm not sure he grasps the importance of temperament). It also works going to the 5th and then the 4th above that. This is definitely NOT the 9th you are familiar with from jazz chord charts.

That is the closest I can come to extracting sense from this. To answer his "question," yes, the octave is important in Western music, and indeed, many other musical traditions (as is what we call the 5th, though it doesn't always go by that name). Because the first two harmonics of a vibrating string or column of air are 1) octave and 2) octave + perfect fifth.
